I Certify that the marginally noted Officer qualified as a Lieutenant in Infantry, at an examination, held in October, 1940.

He has been recommended by the G.S.O. of Military District No. 12, for a certificate.

There is a vacancy in the establishment of my Unit for his appointment.

I recommend that he be gazetted as a Lieutenant in Infantry, effective 1st November, 1940.
W. van Allen, Lieutenant-Colonel. 16/22 Sask. Horse, CASF.

The m/n offr is presently attached to "B" Wing 79 Amrd Div School (British).

The CO "B" Wing has expressed a desire to have this offr promoted to the acting rank of Major whilst specially employed. The m/n offr is employed in the capacity of Instr and also Comd of the Cnd Section of this school. It is understood that British offers working in the same capacity hold the rank of Majors and it is generally felt that Cap Graham should be placed on qual status. The CO "B" Wing has informed this office of the outstanding work this offr has performed.

In view of the above the O/A, C.A.C. concurs in the promotion of the m/n offr to the acting rank of Major whilst specially employed and on completion of this duty should relinquish such rank. It is noted that this offr's seniority date is 29 May 42. T.J. Rutherford, Brigadier.
